Grant Monitoring
System
The Asia Foundation an NGO having
program offices is most of the Asian countries and an head
office in San Francisco runs social sector programs. The
head office is where all centralized data on grant and budgets
are maintained. The transactions on new grants, financial
and substantive report and variations in grants used to
be done manually.
Trees was hired in 1999 to develop a system for Pakistan
region which can handle grants work flow at the program
office level. Trees was ably assisted by TAF staff in Pakistan’s
and Sri Lanka’s program office to transfer domain
knowledge and preparation of requirements. It is during
the phase of requirements specifications that GMS was thought
to be a global system in all program offices. Subsequently
the requirements specs were tuned and the all program office
consensus was built to have a single system and consistent
outputs be beamed to head office.
GMS was designed and tested in Pakistan, followed by release
at TAF’s annual sessions involving representatives
from all program offices. Currently the software has been
used at all program offices i.e Pakistan, Sri-Lanka, Nepal,
Mongolia, Brunei, Bangladesh, Laos, Indonesia, Cambodia
etc.
GMS system has brought about standards to transactions and
the way information is communicated to head office, besides
producing the program office the ability to track grant
statuses, substantive and financial reports and spending.
